CREATE and CREATE 2 Evaluate ToolBox is developed with a view to ensure that local and regional policy makers from across Europe will be able to use the policy tools to better plan, design, implement and monitor Adult Education policies with a clear vision of sustainability of public funding in AE. The CREATE and CREATE 2 EvaluateToolBox will comprise a series of practical tools for policy makers to ensure evidence-based policy making and better align AE policies and programmes with local socio-economic development. The CREATE and CREATE 2 EvaluateToolBox will be made available for free in 6 different language versions to ensure the widest visibility and adoption.

The CREATE and CREATE 2 EvaluateToolBox contains policy tools and resources in support of regional/local policy makers to formulate better and more relevant Adult Education and Training solutions and programmes. The CREATE and CREATE 2 EvaluateToolBox will also allow regional/local policy makers to better align and integrate AE interventions with local economic development strategies.

CREATE2Evaluate consortium has validated the ToolBox with stakeholders, policy makers, practitioners. Partners involved more than 50 stakeholders in the validation of the policy tools, representing the cohort of participants in the AE policy ecosystem, i.e. policy makers at any layer of governance, AE organisations and providers, civil society, practitioners from research and academia, etc. In this validation round, partners tested with the stakeholders the tools and gauged with real users and target groups the validity, relevance, and efficacy of the tools. Measuring the Wider Benefits of Adult Learning – Focus Group Guidelines for Learners and Training Providers

Why this tool?

Although widely recognized that participation in adult training benefits go beyond the educational and economic outcomes and previous research clearly shows positive associations between AE participation and desirable personal and social outcomes, relevant data is rarely collected on a regular basis.
This tool aims to encourage assessment of wider impact (personal and social benefits such as improved welbeing, social status and relationships, physical and mental health, pro-social behaviors and active citizenship) resulting from the impementation of AE policies and programs and participation in AE (including mid-term and longer-term benefits).
It is true that the process of involving participants and stakeholders into evaluation beyond the time of the training and the direct scope of learning requires deployment of more resources and a higher level of complexity. However, carrying out effective impact assessment and bringing together the perspectives of learners and AE stakeholders has the potential to reveal highly valuable insights on a topic that is currently under-addressed and increase the quality of further AE policies and programmes.

What purpose does this tool solve?

This tool is a set of two focus group guidelines to be carried out with AE stakeholders (especially training providers) and AE participants.
Its aim is to assess the wider benefits of participation into AE (under a specific program/action/policy), from learners’ and training providers’ perspective, but also to support you, as a policy maker, to obtain a broader view and build deeper understanding of the real-life impacts, beyond economical and educational, and to explore areas that were not yet fully addressed – including possible unexpected benefits.

How to use this tool?

This tool consists of 2 interview protocols, one to be carried out with AE learners and one with the representatives of the training providers.
Each focus group protocol includes a back-ground questionnaire to be filled-in prior to discussion by each participant, an introductory text and 3-4 questions to be used by the focus group moderators.
For each step of the discussion we foreseen orientative timing – however, an experienced moderator will adapt to the situation, depending on the progress of discussions, and will also be able to adapt the wording to the level of the learners participating into discussions.
In order to keep the tool light and easy to use, we excluded any theoretical background or general reccomendations concerning how to organize a focus group. However, if such guidance or inspiration is needed, this material could represent a good starting point.

We highly recommend carrying out the focus groups after at least 6 months from the completion of the training, to allow the beneficiaries to take action and therefore get a more realistic view of the mid-term and possible longer-term benefits. A time frame between 6 to 12 months from the completion of the training would ensure balance between the risk of losing contact with the learners and allowing enough time for the real life results to settle.
Another reccomendation would be to use tool in combination with other tools such as questionnaires, interviews and data from other sources such as databases and reports to help improve the validity of results and minimize chances of biased estimations when interpreting.
Depending on the size/scope of the programme for which you want to measure the impact, you can opt for organizing the focus groups with more than one target group of 5-8 participants for each cathegory.

Why this tool?

Good policy making is a collective effort and is an exercise in democracy. The principles underpinning the following evaluation tools are co design and participatory in nature. This is a tool to enable AE policy makers and programme creators to co design evaluations. It is anticipated that by bringing together the stakeholders, that greater alignment will occur between policy making, public administration and programme creation.

What purpose does this tool solve?

This tool enables the comprehensive evaluation of the programme creation around Adult Education. The tool will evaluate the process of programme creation at the policy level as well as the public administration level.

The focus group questions are designed to enable the comprehensive evaluation of the process of programme creation at the policy and the public administration level. The outcome of utilising this tool is a contribution to a greater shared understanding of each stakeholders’ processes in creating programmes at policy level and at public administration level. The anticipated outcome is a greater alignment of programme creation processes between public administration and policy level.

How to use this tool?

This tool is designed to bring together both programme creators and policy makers to support better design processes for evaluation that will result in enhanced policy making. It intends to be used by small core groups of four-six expert participants who work within AE programme creation and within policy making in the field of Adult Education. The focus groups can be assembled with expert participants who are from all three sectors, i.e., programme creators, public administrators, and policy makers together, exploring the influences on their respective sector with the aim of greater coherence and alignment between creators, administrators, and policy makers in adult education.

Equally the tool can be used with stand-alone focus groups, i.e., with expert programme creators addressing questions A, and separately expert policy makers and public administrators addressing questions B

Why this tool?

Policy makers seek to monitor the implementation of policies they are responsible for. However, policy makers need tools to facilitate this task. This tool is based on the dimensions of human diversity: Age, Ethnicity and Race, Gender/gender expression, Physical abilities/qualities, and Mental ability.

What purpose does this tool solve?

Data on dimension is available from the Small Area (SA) level census data. The adult education provider can collect correlating data from learners within the guidelines of general data protection legislation. The data collected is utilized for PLSS reports and annual agency reports. However, the relative value of the data can be further utilized for relative comparison purposes and analyse the data trends through a positive forces/negative forces (Driving forces/Restraining Forces) force field analysis.

How to use this tool?

For the purposes of evaluating adult education policy internal dimensions of diversity and external dimensions of diversity are relevant. Internal diversity characteristics are ones related to situations that a person is born into. They are distinctions that a person didn’t choose for themselves and are impossible for anyone to change. Internal diversity distinctions are included in the forcefield analysis template: In the context of diversity, the term external is used to describe things that are related to a person but aren’t characteristics that a person was born with. While external diversity can be heavily influenced by other people and their surroundings, they ultimately are characteristics that a person can change and often do over time. External diversity distinctions are included in the forcefield analysis template:

• Organisational and Worldview dimensions are not relatively directly relevant to national and local policy makers. Therefore, they are not included in the CREATE2Evaluate draft tool.
