Why this tool?
Good policy making is a collective effort and is an exercise in democracy. The principles underpinning the following evaluation tools are co design and participatory in nature. This is a tool to enable AE policy makers and programme creators to co design evaluations. It is anticipated that by bringing together the stakeholders, that greater alignment will occur between policy making, public administration and programme creation. What purpose does this tool solve? This tool enables the comprehensive evaluation of the programme creation around Adult Education. The tool will evaluate the process of programme creation at the policy level as well as the public administration level. The focus group questions are designed to enable the comprehensive evaluation of the process of programme creation at the policy and the public administration level. The outcome of utilising this tool is a contribution to a greater shared understanding of each stakeholders’ processes in creating programmes at policy level and at public administration level. The anticipated outcome is a greater alignment of programme creation processes between public administration and policy level. How to use this tool? This tool is designed to bring together both programme creators and policy makers to support better design processes for evaluation that will result in enhanced policy making. It intends to be used by small core groups of four-six expert participants who work within AE programme creation and within policy making in the field of Adult Education. The focus groups can be assembled with expert participants who are from all three sectors, i.e., programme creators, public administrators, and policy makers together, exploring the influences on their respective sector with the aim of greater coherence and alignment between creators, administrators, and policy makers in adult education.
