Why this tool?
The tool should evaluate whether the AE policies have been effective with regard to the direct benefits to the participants of AE programmes and trainings. It should take into consideration wide range of impacts, such as improvement of professional competences, literacy, social skills, career guidance. The tool is available in three versions - the same scope (assess value added), but different skills covered. What purpose does this tool solve? The tool should assess whether AE policies are directed not only at strengthening competencies required by the labour market, but also supporting psychophysical well-being. The tool should comprehensively measure quality and impact of adult learning programmes as well as their outcomes in terms of economic and quality of life benefits for both individual learners and society. How to use this tool? The assessment should be conducted before and after the AE program to identify the value-added stemming from the participation in the training.
